If you are just planning on using the items for your personal projects, the personal license will be just fine for you. However, if you are planning on using them for cards or other items that you might sell for profit, you'll want to purchase the item under the commercial license. Really, it's still a good investment as you can use the elements an unlimited number of times (unlike traditional scrapbooking products).
